Refuse collectors could soon be in a position to issue fines to businesses and people who are found guilty of dumping building rubble around the city, writes Babalo Ndenze.
This follows a report in the Dispatch about an illegal roadside dumpsite in Southernwood in East London where building rubble, mattresses and all sorts of rubbish was being dumped.
Residents claimed that the rubble dumped on the open space in Bowls Road in Southernwood had been on the increase for months with builders dumping their rubble there and even near the East London City Hall.
BCM Community Services director Jerome Ismael said the dumpsite at Bowls Road had since been closed and cleared.
“Bowls Road has been cleared and rubble has been removed. We do try and find out and the public should phone us. But the public gets on the bandwagon and dump other rubbish,” said Ismael.
He said because of the prevalence of illegal dumping, his directorate would be looking into changing the bylaw to allow refuse collectors to issue fines.
“We will be looking at our bylaw to see if we can’t change it to a situation where we as refuse collectors can’t issue a fine,” said Ismael.
Buffalo City Municipality spokesperson Samkelo Ngwenya said in terms of the National Health Act, the monitoring of waste management systems is one of the responsibilities of the municipality’s Environmental Health Directorate. This includes complaint investigation and law enforcement by serving compliance notices.
“Environmental health practitioners perform this function during their routine inspections or in response to a complaint,” said Ngwenya.
Explaining the process, he said the municipality had to first verify or confirm evidence of dumping.
“At the same time the car registration will be circulated (to establish owner and his address) with assistance from the Traffic department,” said Ngwenya.
Ngwenya said official dumping sites were the Stoney Drift garden transfer station in Amalinda, IDZ garden transfer station in West Bank, Beacon Bay garden transfer station.

And who is going to fine all the party goers at Marina Glen who make such a mess every weekend. Surely they must get fined as well, oh and lets know forget the pavement stalls in Oxford Street. Who is going to fine them for making such a mess. The municipality cant even clean up which is what they are employed to do, now they will be fining others for dumping or littering. Maybe they should do what they are paid for.
Are the refuse workers going to fine people at the taxi rank who insist on throwing their rubbish everywhere but in the rubbish bin? The taxi rank, Buffalo Street, Oxford Street & Cambridge Street all look like rubbish dumps in the evenings when everyone has left work – it’s disgusting!
Never mind the rubble in the bushes that has been dumped by BCM.
What about the **** they are DELIBERATELY and KNOWINGLY pouring into the sea?
How about we send the BCM Councillors to go for a swim off Hood Point?
Who will fine BCM for dumping their rubble in the bushes ? I have given them photgraphs of their rubble and they say they will remove it, but months later it is still there.
I wonder if they will issue fines to municipal employees who don’t do their job. Has anyone noticed how the streets are incredibly filthy after refuse collection day? Junk and bottles strewn all over. I don’t get the logic – if you have to work from 8am:5pm then what difference does it make if you have to pick up more rubbish – you still only work an 8 hour day.
I hope they can get it right to issue fines. I am so sick of seeing garbage everywhere. Humans are worse than pigs wallowing in their own self destruction!!
